- Age Limit: Minimum 30 years of age as on 01/01/2026.
- Nationality: Must be a citizen of India and a permanent resident of the area for which appointment is sought.
- Property: Must own land or immovable property in their own name in the target village.
- Children: Must not have more than 2 living children from a single or multiple partner, supported by a self-affidavit.
- Employment & Affiliation: Must not be a government employee or a member of any political party.
- Educational Qualification: Must have passed the 10th standard or matriculation from a recognized board or institution.
- Other Requirements: Must be physically fit, of sound mind, not declared insolvent or a defaulter in government dues.

- Small Family Norms affidavit/self-declaration regarding living children.
- Jamabandi in respect of the applicant or parents showing land ownership in the concerned village.
- Mouzadar certificate confirming the applicant belongs to the applied village.
- Permanent Residence Certificate (PRC).
- Self-declaration stating non-membership in any political party and non-government employment status.
- Bakijai clearance certificate and caste certificate (if applicable).
